INVITATION TO BID
The Department of Education (DepEd) Division of San Carlos City (Pangasinan), through the 2018 Basic Education Facilities Fund (BEFF) intends to apply the sum of NINE MILLION FOUR HUNDRED SIX THOUSAND THREE HUNDRED FIFTEEN PESOS AND 74/100 (Php9,406,315.74), being the approved Budget for the Contract (ABC), to eligible payments under the contract for the 2018 REPAIR AND REHABILITATION OF CLASSROOMS. Bids received that exceed the ABC per lot shall be rejected at Bid Opening.
The DepEd Division of San Carlos City(Pangasinan), through its Bids and Awards Committee (BAC), now invites bids for the above mentioned works. Prospective bidders must have an experience of having completed at least one (1) contract that is similar to the contract to be bid, and whose value, adjusted to current prices using the NSO consumer price indices, must be at least fifty percent (50%) of the ABC to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders.
Bidding will be conducted through open competitive bidding procedures using non-discretionary pas/fail criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184, otherwise known as the” Government Procurement Reform Act”.
Bidding is restricted to Filipino Citizens/sole proprietorships/partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stocks belonging to citizens of the Philippines.
A complete set of Bidding Documents may be inspected or purchased at the DepEd Division of San Carlos City (Pangasinan), BAC Secretariat, located at the DepEd Division Office, upon accomplishing a bidder’s information sheet and payment in cash of a non-refundable fee by interested bidders of FIVE THOUSAND PESOS ONLY (Php5,000.00) for Lot A, B, D, E, F, G AND ONE THOUSAND PESOS ONLY (Php1,000.00) for Lot C to the DepEd Division Cashier. Only Bidders who purchased the Bidding Documents will be allowed to submit bids (ITB6.8)
It may downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PHILGEPS), www.philgeps.net, and the Website of the Procuring Entity, provided that bidders shall pay the fee for the bidding documents not later than the submission of their bids.
Bids must be delivered to the address below on or before February 12, 2017, at 9:00 AM at DepEd, San Carlos City Division, Office of the Assistant Schools Division Supt.. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 18.
Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.
Only authorized representative are allowed to purchase bidding documents .LOI, Special Power of Attorney should be dated not later than the date the invitation was posted and copy of PCAB License and Certificate of PhilGEPS Registration are required.
Special Power of Attorney of Authorized Liaison Officer/Employee should be dated not later than the date invitation was posted.
The DepEd-San Carlos City Division reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without there by incurring any liability to the affected bidder or bidders.
